Current & Past Board of Directors Biographies (Alphabetically)
BILL BUSCH – Term 2011-2014: Born and raised in Waverly, Iowa, he received a B.S. in geology from Iowa State University, a M.S. in geology from the University of Illinois, and a Ph.D. in oceanography from Oregon State University. He spent 25 years on the faculty at the University of New Orleans and for nine years was Chair of the Department of Geology and Geophysics. His work at the university focused on sediment transport, geophysics, and paleoceanography/paleoclimatology. He currently is completing work on a 2009 deep ocean drilling cruise to the equatorial Pacific. He returned to Oregon in 2008 and lived in Pacific City while building a house in Neskowin that was completed in 2010. He is a member of the Neskowin Coastal Hazards Committee and the South Beach Road Association Board.
PAUL CARLSON – Term 2010-2018: (Founding Member) Born in New York, raised in West Virginia, graduated from Michigan with degrees in Chemical Engineering and Industrial Hygiene. Moved to Oregon in 1976, working for Oregon OSHA followed by regional and national positions with a Fortune 500 forest products firm. Created Paul Carlson Associates, Inc. in 1988, a health and safety consulting firm now with 15 employees. Also started Dyad, LLC, and a noise control company two years ago. Serves on the board of Denton Plastics. Purchased a home in Pacific City with wife Sharon in 1991. Past volunteer activities have included work on the Pacific City growth, zoning, and transportation plans in the late 1990s, and Pacific City Pathways for more than 10 years. Assisted with efforts and testimony for successful Oregon legislative efforts to secure title protection for health and safety professionals in 1998, and elimination of smoking in all workplaces in 2008. Spends spare time with grandson Quinn.
THOMAS DONOHUE – 2010-2011 2012-2014: 2014-2016 (Founding Member). Returns to the NVCA Board after serving a term from 2010-2011, born in Portland, Oregon and attended Mount Hood Community College before joining the Oregon Army National Guard. He served for 8 years. He also attended Portland State University and DeVry Institute of Technology. He worked 20+ years in the vending & gaming industry before joining the Oregon State Lottery. He currently works as a Technical Support Specialist there for over 20 years. Tom has served on the boards of several private & fraternal organizations including the Loyal Order of Moose, the Nestucca Valley Lions; the Pacific City Dorymen’s Association, is Past President of the Pacific City / Woods CPAC and serves on the Citizens Accountability Board for Tillamook County Juvenile Justice Department. He was elected as the Republican Representative for the office of County Commissioner in 2006 & currently is the Chairman of the Tillamook County Republican Central Committee. Tom was the Republican candidate for County Commissioner in 2006, 2010 and 2012. He has lived in the Pacific City area since 1980.
AMANDA GRAVES – 2014-2018: Resident of Pacific City/Cloverdale, Amanda has a Master of Landscape Architecture from Rhode Island School of Design and Bachelor of Arts in American Studies with Minor in Art. Amanda has experience with fund raising and grants resources with the Neskowin Valley School. She also has led the site planning committee, created public awareness and solicited donations for fund raisers for NVCA. She has experience in a number of non-profits including the Indigenous Eco-Empowerment Corp where she helped create this 501c-3 to address global issues of loss culture and ability to produce food and sustainable economies. She also has worked with Habitat for Humanity as Financial Committee Chairperson in charge of family interviews, financial records and final selection process. Her non-profit experience extends to the Lowthorpe Fellowship and the Nature Conservatory.
MARIE HEIMBURG – 2011-2014: 2014-present. Moved to Oregon in 2000 and became a Pacific City full time resident in 2002. Marie obtained a comprehensive B.S. degree in Psychology, Sociology, Life Sciences and Fine Arts, from Missouri State University. She has 35 years of professional experience working with communities, families and teenagers. Her professional positions have been with nonprofit, state, educational institutes and tribal organizations. Currently Marie is the program manager for the Tillamook County mediation program and the Tillamook County Juvenile Department diversion program. She currently serves on the Tillamook County Futures Council, Tillamook County Park Advisory Committee and the Economic Development Budget Committee. She volunteers her time mentoring youth and finding essential resources for families and individuals in need. Her interests include music, art, swimming and living the ocean life. Also served as President of NVCA from 2015 through 2014 through 2017.
MERRIANNE HOFFMAN Term 2012-2018: (Founding Member) Merrianne has been a full-time resident of Pacific City since 1999, when she moved her from the San Francisco Bay Area. With her son, daughter and their families still residing there, Merrianne frequently returns to San Francisco. She is a graduate of the University of San Francisco with a degree in Information Systems. She is retired from a long and varied career at Pacific Bell/AT&T with expertise in financial analysis and public policy administration in telecommunications. Merrianne is currently a real estate broker with Kiwanda Coastal Properties and has been involved in the community for many years. She has served on the Tillamook County Planning Commission from 2002 to 2010, the Pacific City-Nestucca Valley Chamber of Commerce Board of Directors from 2008-2010 and is the new Chamber President, Kiwanda Community Center Board of Directors from 2008-2010, and is a member of the Executive Boards of both Tillamook Boards of Both Tillamook and Lincoln County Boards of Realtors. Merrianne is also chair-elect of the Pacific City/Woods CPAC (Community Planning Advisory Committee) and a member of the Nesko Club.
BEN H. JOHNSON JR. 2012-2015: 2015-2018. Owner of the Moment Surf Company in Pacific City and a business owner and builder for over 20 years. Ben has served on the Cloverdale Water Board from 1995-2010 as well as other builder and food safety boards. Ben brings experience in property development, project management and fundraising to NVCA.
GENE JOHNSON Term 2010-2011: (Founding Member) Born and raised in Baltimore, he received his undergraduate training in Pharmacy and a Ph.D. in Medicinal Chemistry at the University of Maryland. He spent most of his career on the faculty at Washington University Medical School in St Louis. Currently he is on the part-time faculty at Washington U. and also consults for biomedical non-profits and biotech companies. He and his wife had been part timers in Pacific City beginning in 2000 and moved permanently in 2007. He also serves on the Board of Shorepine Village.
MARTY JOHNSTON 2015-2018
MARY JONES Term 2010-2011: (Founding Member) – Born in Hillsboro, Oregon, Mary has lived in Pacific City for over 20 years. She has background in Construction, Development, Hospitality, and Real Estate sales. Currently she is an owner of the Pelican Pub & Brewery, Stimulus Espresso Café, and the Inn at Cape Kiwanda, is an owner and Principal Broker for Shorepine Properties Real Estate Brokerage. In the past, she has served on the Kiawanda Community Center Board and the Nestucca Valley Family Foundation Board. She is currently serving on the board for the Nestucca Valley Community Alliance. She is a member of the Pacific City CPAC, serving the Community Plan Review Committee and is a member of the North Coast Leadership Council for the Oregon Community Foundation.
SHAE N. LAMBERT Term 2012-2015: Shae is a broker with Shorepine Properties. She was the Director of the Cape Kiwanda Longboard Classic 2011-2012 and a Team Captain for Relay for Life ACS. She is experienced in Networking and Fundraising.
LISA MACY-BAKER 2019-present: Born and raised in McMinnvile, Oregon, Lisa has been coming to Pacific City since infancy. Her family has had a presence in Pacific City since the early 1900’s. They are a family of surfers, Dorymen and beach stewards. She received her B.S. from Oregon State University in General Science and Chemistry and M.S. from Portland State University in Special Education. She taught Special Education and coached tennis in Oregon public schools for 12 years before becoming the women’s tennis coach at Linfield College from 2013-2020. She currently does community relations work for Moment Surf Company.
NOE MARTINEZ Term 2011-2013: Born in Mexico and raised in Oregon, Noe has lived in the Nestucca area for the past six years. He graduated from Nestucca high school in 2011 and is currently attending Tillamook Bay Community College with emphasis is in business administration. He is very interested in extending community outreach, especially to those with few or limited advantages. Serving on the NVCA board, Noe is collaborating with other board members in exploring ways and methods to promote science and oceanography in the community. Noe has been working on a dairy farm for several years while attending high school and TBCC, and his academic performance has resulted in scholarships. He also has a big family with one brother and four sisters, and Noe encourages them to continue their educational pursuits. Noe’s interests include fishing in Pacific City and helping other community members.
KIMBERLY MILLER – 2014-2017. A full-time resident of Pacific City, Kimberly is also an English teacher at South Salem High School in the Salem-Keizer School District. She is an advisor to the South Salem Key Club, a team leader for the Freshman Academy and an Oregon Delegate to the NCTE. Including her experience in education, she is an organized, creative thinker with excellent communication skills and has an aptitude for computer software including database management and data analysis. Kimberly was a key figure in organizing the NVCA booth for Dory Days in 2014.
RICHARD POTEMPA – 2014-2018: Retired Director of Financial Analysis, Budgeting and Contract Administration from Ball Corporation in Broomfield, Colorado. Richard is a full-time resident of Pacific City and is currently Treasurer the South Tillamook County Library Club. He has also worked with NVCA on the Financial Policies Committee in 2013 and currently serves the Site Planning Committee evaluating the applications for the landscape designer. Richard holds a Master’s Degree in Business Administration from Ball State University. His extensive experience in business will be a valuable asset to NVCA.
ANNE PRICE Term 2010-2012: (Founding Member) – Born in Detroit, Anne grew up in west Tennessee and Bellevue, Washington before attending Lewis & Clark College in Portland. After graduating from Lewis & Clark College with a B.A. in French Language & Literature, she worked in International Education, then Admissions, and finished her career with the College as Registrar 27 years later. Through those years, she traveled extensively throughout the U.S. and internationally for work and pleasure. Since moving to Pacific City full time in 1999, she has served on the Board of Neskowin Valley School, on the Tillamook County Planning Commission, and as the inaugural Chair of the Pacific City Woods Citizens Planning Advisory Committee. She currently serves on the Board for the Pacific City Joint Water Sanitary Authority, as well as the NVCA board. Monday through Friday Anne works at Oregon Coast Bank in Pacific City. In her spare time Anne enjoys horseback riding.
ROB ROYSTER Term 2010-2018: (Founding Member) – Born and raised in San Francisco Bay Area, Rob started spending summers in Pacific City in 1971 commercial salmon fishing with his family. After high school he worked on a cruise ship for nearly 3 years and visited 50 countries. Finished his education at UC Davis with a B.S. in Food Biochemistry with an emphasis in Fermentation Science, afterward he moved to the Portland area where he got involved in the Micro-Brewery movement. Later he moved to Pacific City in August of 1989 to own and operate the Sportsman’s Pub-N-Grub. He has been involved with the Chamber of Commerce serving as President and Vice-President, Pacific City Dorymen’s Association treasurer since 2006 and on several community boards. Including the newly formed NVCA where he is also the current treasurer. Rob’s interests include his wonderful family of 5 children and beautiful wife Nicole who teaches at the local elementary school, fishing and just living the life in Pacific City.
GLORIA SCULLIN Term 2010–2015: (Founding Member) – Past President of NVCA 2010-2015. Born and raised in the Midwest, she moved to the Pacific Northwest 40 years ago. She has made her home in Camas, Washington and in Pacific City, Oregon. Gloria has a Bachelors and Masters degree in Business Administration. She retired from Daimler Trucks of North America (Freightliner) in Portland where she worked for 30 years as Manager of Budgeting, Planning and Management Reporting in the Finance Department and Director of Controlling and Benefits in Human Resources. Gloria is also a member of the Pacific City Planning Advisory Committee (CPAC) since 2006 and has held the post of Chair in 2010-2011 and is a member of NESKO Women’s Group in Pacific City. Gloria also volunteers at the Tillamook County Pioneer museum. Her interests include family history and genealogy research.

DAVID TWIGG 2019-2020: Born and raised on the Isle of Wight, a small island off the south coast of England, David moved to Oregon in 2003 and has lived on the Oregon Coast since 2005. David has experience in I.T., local government, accounting, and law. He currently lives in Pacific City with his wife Nicole and their three children. David is excited to bring a park and playground to Pacific City to serve the needs of locals and visitors.
NICOLE TWIGG 2015-present: Nicole grew up in Pacific City. Nicole owns and operates Kiwanda Coastal Properties. Kiwanda Coastal Properties has provided real estate and vacation rental services in Pacific City since 1988. Nicole currently lives in Pacific City with her husband David and their three children. She enjoys being involved in her local community and believes strongly in bringing a playground to Pacific City to offer better recreational opportunities to local families and visitors.
KRIS WEILAND Term 2010-2012: (Founding Member) – Chief Weiland is a native of the northwest living in Washington and Oregon all his life. Chief Weiland worked for the City of Renton Fire Department for 28 years. During that time he was the lead instructor and coordinator of the Hazmat Team responsible for training and budgeting, as well as an instructor at the Washington State Fire Academy. Chief Weiland has a BA in Fire Command and Administration from Bellevue College. Due to knee replacement surgery retired from Renton and served as Fire Chief in the Chehalis Washington area for 3 years. He relocated to South Tillamook County in February of 2009 when hired as the Fire Chief of Nestucca Fire and Rescue. And currently lives in Pacific City. The Fire District covers the South County from Neskowin to Pleasant Valley including Blaine, Beaver, Sandlake, Pacific City and Cloverdale. He has served on several local and county wide committees and is active with the local events including Fourth of July in Neskowin and Pacific City, Clovers Day, Dory Days and has played Santa several times. Is a member of the Lions Club and Chamber of Commerce and enjoys being involved with the community. Camping and traveling is how he spends his free time.
MARTIN WISEHART, Term 2017-present – Marty was born and raised in the Northeast and moved to the Northwest in 1990. He resides in Pacific City full-time with his wife Maureen and his young daughter. Marty worked in the Food and Beverage industry for 20 years before returning to college and earning a degree in Radiology. He is currently a Radiologic Technologist at Samaritan Health in Lincoln City and Providence Health at Mount Hood Meadows. He has been an active Board Member of NVCA for the past three years and also works with the Community Arts Project in the area. He also enjoys surfing and fishing the waters around Pacific City. He has a strong desire to provide education, recreation and fulfillment for his daughter as well as all the children in the South County Area.
